Ho Chi Minh City is about to build an underground trade center

Ben Thanh underground shopping center is made under Quach Thi Trang square and along Le Loi street, District 1, with an investment of more than 6,800 billion.

The work was built in B1 basement of Ben Thanh Metro Station (center) and the underground section under Le Loi street (about 500 m length) of Urban Railway No. 1 Ben Thanh – Suoi Tien. That is, there is an underground location from Ben Thanh market to the Opera House.

The project has a size of about 45,000 m2, including 18,100 m2 store and trade area; underground corridors and squares 21,500 m2.

To speed up the project, Ho Chi Minh City People’s Committee assigned the Department of Planning – Architecture to organize an international competition to choose the design concept of Ben Thanh Metro Station area. The requirement is that the underground trade center must connect with urban space surrounding roads such as Le Loi, Ham Nghi, Dong Khoi, Nguyen Hue and adjacent buildings .

In addition, the plan to build an underground trade center must ensure the progress of completion with the project of Metro No. 1 (Ben Thanh – Suoi Tien), expected to be exploited by the end of 2021. The project to build an underground commercial center being implemented synchronously with package 1a of Metro Line 1, which will reduce the impact on the road construction twice during construction, as well as avoid affecting the metro line when it is put into operation.

Ben Thanh underground station is a hub for metro lines in Ho Chi Minh City. When the underground shopping center was built, metro lines were completed, when people got off the train station, they could reach the shopping area.

The Ben Thanh Underground Trade Center project was approved by Deputy Prime Minister Pham Binh Minh at the end of 2016, Ho Chi Minh City was assigned to study the option of borrowing all ODA capital. On that basis, the locality will work with the Ministry of Planning and Investment, the Ministry of Construction and the Ministry of Finance to agree on an appropriate plan, and report it to the Prime Minister for consideration and decision.

According to research results of the Japan International Cooperation Agency (JICA), the whole project needs nearly VND 8,400 billion. In particular, the locality contributed more than 4,980 billion by ODA loans for the public area; the investor contributes VND 3,410 billion in the form of public-private partnership (PPP). Particularly, the project of Ben Thanh Underground Trade Center has a total investment of nearly 6,870 billion.

In the report of Ho Chi Minh City People’s Committee to the Government in May 2016, the partnership of Toshin Development, JOIN, Nikken Sekkei and Osaka Chikagai (represented by Toshin) is proposed to be an investor to implement the project. for store and commercial component of Ben Thanh underground trade center.

The city also asked the Government to approve the policy of using ODA capital to implement the components of constructing walkways, squares and public underground auxiliary works in Ben Thanh underground trade center in the direction of supplementing. the amount and cost of the project to build the urban railway No. 1, Ben Thanh – Suoi Tien route using Japanese ODA.
